The European Commission has presented guidance on applying the PPWR. Among other things, it describes a tiered approach for demonstrating PFAS compliance.

A few weeks before the deadline, the European Commission published its guidance on applying the PPWR in June (Commission Notice C/2026/3084). It is not legally binding, but shows how the Commission interprets the Regulation.

Particularly important for food packaging is the tiered approach for demonstrating PFAS compliance:

  • First, the total fluorine content is measured. If it is no more than 50 ppm, the packaging can be considered compliant.
  • If it is higher, an analysis for organically bound fluorine follows.
  • Where necessary, a targeted PFAS analysis follows to check the ppb limits.

There is no harmonised test method yet. That makes it all the more important that every test report reaches you with method, lab and date and is assigned to the right packaging.
