Questionnaires by e-mail, with reminders when something is missing.
Regulation (EU) 2025/40 has applied since this date. Every packaging placed on the market from now on must meet the requirements on substances of concern, regardless of when it was produced.
Suppliers of packaging and packaging materials provide the manufacturer with all the information and documentation needed to demonstrate conformity, on paper or electronically.
The EU declaration of conformity identifies the packaging unambiguously by type, batch or serial number. That only works if it is already identifiable when it reaches the manufacturer.

Who in your company benefits?
Reviews declarations and test reports, approves them and presents the evidence to the authorities.
Knows the materials, components and packaging types and needs the data per item.
Is in contact with the packaging suppliers and does not want to chase each one by phone.
Is already planning for recycled content and recyclability from 2030.
The manufacturer is responsible
Whoever manufactures a packaging or a packaged product, or has it manufactured, under their own name or trademark bears the responsibility, not the supplier.
For every packaging, the manufacturer needs a conformity assessment, technical documentation and an EU declaration of conformity.
Under Art. 16, packaging suppliers provide all the information and documentation the manufacturer needs as evidence.
A “We are PPWR-compliant” is not enough. The evidence must refer to the specific packaging, backed by a declaration or test report.
If an authority requests the documents, the manufacturer must be able to present them within 10 days (Art. 15).
Technical documentation and the declaration of conformity are kept for 5 years after placing on the market, 10 years for reusable packaging.
The PPWR questionnaire
PPWR, BPA ban and food contact in one questionnaire. Your supplier answers it in the supplier portal, without an account.
The whole packaging unit Not just the packaging body, but also closures, liners and coatings.
No login Your supplier responds via the link in the e-mail and uploads evidence.
Test reports, not self-declarations Certiflow reads lab reports on PFAS and heavy metals using AI.

Company name and a responsible contact person for the PPWR and packaging compliance. The supplier states its position in the supply chain and confirms that its information is based on the documentation of its own upstream suppliers, without disclosing it.
Eighteen packaging types and more than twenty materials, including closures, liners and coatings. Plus identification by type, batch or serial number, the recycled content and the sealing method of the food contact layer.
A declaration of conformity referring to Art. 5, plus confirmation that no PFAS are intentionally added, or a lab report on individual PFAS, total PFAS and total fluorine.
Lead, cadmium, mercury and hexavalent chromium together no more than 100 mg/kg per material and component, backed by a declaration of conformity or a third-party lab report.
Material composition, dimensions, intended use, weight and the name and address of the packaging manufacturer for the packaging in direct contact with food.
The same technical specification for the secondary packaging, plus evidence of compliance with the heavy metal limits under Art. 5.
In addition to the PPWR: no intentional use of BPA or BPA salts and no residues in the finished packaging, backed by evidence against the current limits.
The supplier confirms completeness and accuracy with name, department, position and date. Submitting in the portal replaces a handwritten signature.
How Certiflow implements the PPWR
- Assignment
The questionnaire is set up once and assigned to suppliers or supplier groups.
- Response
Suppliers respond in the portal via an e-mail link, without their own account, and upload declarations and test reports.
- Extraction
The AI reads declarations and lab reports, each value with a confidence score. Test plans compare the values with your limits.
- Review
Your QA approves, or rejects with a reason. A test plan defines the steps up to approval.
- Reminder
Certiflow automatically requests missing or expiring evidence by e-mail.
- Archive
Answers, documents and approvals remain logged in a tamper-proof audit trail and available at any time.
A document existing is not yet evidence.
Certiflow does not just ask whether a declaration exists, it requires the document itself.
Every answer, every file and every approval is logged in a tamper-proof audit trail.
If an authority asks, the evidence is available for every packaging, including past deliveries.
PPWR deadlines at a glance
- 20 Jul 2026In forceBPA ban: transition period ends
For most single-use food contact articles, the transition period of Regulation (EU) 2024/3190 ends. Bisphenol A is no longer permitted there.
- 12 Aug 2026In forceThe PPWR applies
Limits for PFAS in food packaging and for heavy metals in all packaging (Art. 5), conformity assessment, technical documentation and EU declaration of conformity (Art. 15, Annex VII and VIII), suppliers’ information obligation (Art. 16).
- from 12 Aug 2028Material labelling
Labelling of the material composition under Art. 12, at the earliest from this date or 24 months after the Commission’s implementing act, whichever is later.
- from 1 Jan 2030Recyclability, recycled content, minimisation
Packaging must reach at least recyclability performance grade C (Art. 6). Plastic packaging needs minimum recycled content, such as 30% for contact-sensitive PET packaging (Art. 7). Weight and volume must be kept to the necessary minimum (Art. 10).
- from 1 Jan 2038Only grade A or B
Packaging of recyclability performance grade C may no longer be placed on the market.
PPWR news
Frequently asked questions about the PPWR
What is the Certiflow supplier portal?
A web page where your suppliers answer your requests. The supplier opens it via the link in the e-mail Certiflow sends them, with no account, login or installation. There they fill in questionnaires such as the PPWR questionnaire, upload declarations and test reports and see what is still missing. Their answers go to your quality assurance for review.
What do I have to do as a food manufacturer since 12 August 2026?
For every packaging you place on the market under your name or trademark, you are the manufacturer within the meaning of the PPWR. You need a conformity assessment, technical documentation and an EU declaration of conformity before the packaging is placed on the market. The basis is the evidence from your packaging suppliers under Art. 16.
Am I the manufacturer even though I only buy the packaging?
Yes, if the packaging or the packaged product is manufactured under your name or trademark. There is exactly one manufacturer per packaging, and the responsibility cannot be transferred to the supplier by contract. The term “producer” in the PPWR refers to extended producer responsibility, i.e. registration and contributing to waste management.
What do my packaging suppliers have to provide?
Under Art. 16, all the information and documentation you need to demonstrate conformity, including the technical documentation under Annex VII, on paper or electronically. For packaging in contact with food, the documentation required by food contact legislation is added. There is no exemption for small suppliers.
Is a general letter saying “We are PPWR-compliant” enough?
No. Evidence must refer to a specific packaging or item number and document the material composition, the substance data on PFAS and heavy metals and the recyclability data. That is why Certiflow requests information per packaging and requires the declaration or test report as a file.
Which PFAS limits apply to food packaging?
Since 12 August 2026, Art. 5(5) sets: 25 ppb for any individual PFAS and 250 ppb for the sum of PFAS, each measured by targeted analysis, and 50 ppm for total PFAS including polymeric PFAS. If the total fluorine content exceeds 50 mg/kg, the origin of the fluorine must be demonstrated on request. The limits apply to the entire packaging, including inks, coatings and adhesives.
How do I demonstrate PFAS compliance?
The Commission’s guidance describes a tiered approach: first, the total fluorine content is measured. If it exceeds 50 ppm, an analysis for organic fluorine follows and, where necessary, a targeted PFAS analysis. Your supplier’s test reports feed into your technical documentation.
Which limit applies to heavy metals?
Lead, cadmium, mercury and hexavalent chromium together no more than 100 mg/kg (Art. 5(4)). This applies to all packaging and packaging components, not only those in contact with food.
What does the EU declaration of conformity under Annex VIII contain?
The unique identification of the packaging by type, batch or serial number, the name and address of the manufacturer, a statement that the manufacturer bears sole responsibility, and the statement that the packaging conforms to Regulation (EU) 2025/40. Plus, where applicable, the standards applied, place, date, and name and function of the signatory.
Can one declaration cover several packagings?
Yes, if the packagings are identical in all properties relevant to conformity, such as cartons that differ only in size. The declaration then lists the items covered.
How long do I have to keep the documents?
The technical documentation and the declaration of conformity for 5 years after placing on the market, 10 years for reusable packaging (Art. 15). On a reasoned request from an authority, you present the documents within 10 days.
What about packaging that was already in stock before 12 August 2026?
Goods placed on the market before 12 August 2026 may continue to be distributed. Anything placed on the market for the first time from that date must comply, regardless of the production date.
Is the BPA ban part of the PPWR?
Not legally, it is set out in Regulation (EU) 2024/3190. Because it affects the same packaging and the same suppliers, the Certiflow questionnaire asks for the BPA confirmation at the same time.
